In the coming days, Luis Oliver Roales Buján will take up his post as the new Urban Planning Manager at Manilva Town Hall, with a monthly salary of 4.617,28€, made up of a basic salary of 1.203,56€ per month, plus a destination supplement of 1.051,31€ per month and another specific supplement.
He holds degrees in Law, Philosophy, Political Science and Sociology, and is a lecturer in Constitutional Law at the UMA and in Administrative Law at the UNED. He has a long professional career, which will undoubtedly help to raise the quality of local urban planning.
His studies and political interests show that Oliver has taken part in the political life of the province: in 2015 he stood in the primaries of the party «Ganemos Málaga«; in 2019 he was number 12 on the electoral list for the Málaga municipal elections with the party «Málaga Ahora«; and in 2018 he was number 4, as an independent, on the Equo list for Málaga in the Andalusian elections.
It should be remembered that the call for applications arose once the GEUMA adapted its statutes and its legal form to the LAULA (Andalusian Local Autonomy Act), changing from an autonomous body to a Public Administrative Agency. It was a selection process for management staff in accordance with the Basic Statute of Public Employees and the GEUMA’s own Statutes, in which the number of applicants was much higher than on previous occasions, with a total of 9 candidates applying for the post, all of them holders of higher degrees and perfectly qualified to carry it out.
The Government Team, represented by the mayor, Mario Jiménez, and the Urban Planning councillor, Marcos Ruiz, consider that this figure, who has been part of the GEUMA in previous periods, will help to consolidate the good direction set for the present and future of our municipality.
These are statements by Oliver Roales himself during his candidacy in the Ganemos Málaga primaries in 2015:

The Town Hall intends to focus on several basic issues:
- The land surrounding the centre of Manilva must be recovered by bringing it into close relationship with its residents. This means linking the housing developments to the town in two ways: facilitating direct citizen involvement rather than mere formal consideration, which means calling together both owners and entities holding zoned or developed land, so that they take part in their obligations, informing them of the consequences of non-compliance and also ensuring the land is properly maintained and well used.
- Priority must be given to the situation of abandoned or unfinished developments, in order to guarantee both the safety of residents and the obligations of the developers or current owners of the projects. Municipal resources must be devoted to the maintenance and upkeep of roads and green areas.
- Trying to organise and correct the current chaotic situation resulting from the urban developments carried out during the last period of speculative growth is an investment for the future. Involving citizen participation is essential for this.
- It is necessary to defend the interests of residents and local autonomy against the infringement of urban planning regulations caused by the Coastal Authority boundary demarcations, by removing the protected status from the seafront promenade areas.
- We must improve the mechanisms for citizen intervention and participation in urban planning and environmental matters, by setting up thematic panels for deliberation and debate, particularly facilitating online participation, given the current situation, through the municipal website or other means.
- It is necessary to continue the work of reviewing Manilva’s PGOU (General Urban Plan) to bring it into line with the criteria of Andalusian Territorial Planning, and to do so in a way that clearly defines a model of town centred on articulating growth between the Manilva and Sabinillas axes, improving the facilities and infrastructure of the existing developments and strengthening the Castillo de la Duquesa and the Marina from a new central focus. At the same time, the urban fabric needs to be opened up by creating pedestrian passages and large public spaces for the community.
- In this regard, the need to balance the shortfall in facilities in the coastal district of San Luis de Sabinillas must be taken into account, allocating as far as possible the resources necessary to fund public works.
- Also to push forward the processing of the PGOU amendment files that allow degraded areas to be redeveloped and correct the intensity and density of residential use.
- To deal with breaches of regulations through an Inspection and Urban Planning Discipline Plan aimed at optimising resources, prioritising the prevention and containment of irregular actions.
- To address the situation of the urban settlements defined in the PGOU Preliminary Draft document that has been definitively approved, until they are fully integrated into the urban planning framework.
- It is necessary to organise courses for specialist training of the staff of the Urban Planning Area. Actions of this kind not only improve the technical quality of the work team, but also serve to publicise the work carried out and to involve all kinds of people and institutions, which would in some way complement everything mentioned above regarding citizen participation in general.
- To promote productive uses of rural land through declarations of local public interest. This would affect wineries and other agricultural facilities whose recovery represents a public utility and a social benefit, as well as being features that give the municipality its landscape identity. Carrying out these actions would bring a double benefit: environmental and landscape on the one hand, and social on the other, as the preservation of wine-growing holdings would help support and maintain a tradition of traditional agricultural production, as opposed to other land uses linked to the property «monoculture» and to tourism-driven development, whose economic weakness has been exposed in the current pandemic.
- To speed up the processing of administrative procedures, specialising the duties of the staff of the Urban Planning Area in a rational way in order to improve the service to residents.
- To draw up the International Archaeological Park Project in Alcorrín. For this, it will be necessary to involve various institutions and bodies, in particular the University of Málaga, the Centre for Phoenician and Punic Studies, the German Archaeological Institute and the Regional Ministry of Culture.
In short, the aim is for the municipality of Manilva to grow, under sustainable development, as a benchmark on the Costa del Sol.
