Relations tense between the Town Hall and its civil servant staff

-

The Staff Committee of Manilva Town Hall, recently formed after the union elections held in November last year, has announced in a statement that at today’s session of the Joint Negotiating Committee it decided to walk out and not continue with the negotiations.

The statement reads as follows:

«The Staff Committee of Manilva Town Hall announces that at today’s session of the Joint Negotiating Committee, we decided to walk out and not continue with the negotiations.

The reason for this decision is the employer’s repeated refusal to provide us with the documentation relating to the supplementary payments received by municipal staff, information which is essential in order to carry out a serious, rigorous and transparent analysis of the situation.

Furthermore, we understand that there is an attempt to replace the Job Positions Register (RPT), the legal and mandatory instrument for organising human resources, by means of the discretionary granting of new supplementary payments to certain «favoured» individuals, which clearly amounts to unequal and arbitrary treatment lacking technical or legal justification.

The Staff Committee considers that the failure to hand over this documentation violates the basic principles of collective bargaining and is a direct obstacle to the exercise of our duties in representing the workers of this Town Hall.

We demand that the governing team immediately provide the requested documentation and show a genuine willingness to engage in dialogue and transparency. Until this minimum condition is guaranteed, we cannot take part in negotiations which, in these circumstances, lack the seriousness and the necessary guarantees.»
