The Avenida Miraflores file continues to accumulate documentation, having dragged on since 2018. A new modification increases the cost by 34.70% and adds a further two months to the execution period, currently suspended, from the signing of the document lifting the suspension.
In a justifying report dated 29 July 2022, the project management states the need to carry out a series of works not included in the initial contract. These make it necessary to propose and begin a contract modification in accordance with the criteria set out in Law 9/2017. The variations are strictly essential, and for economic reasons they do not allow a change of contractor, Torrumoti SL, without entailing a substantial increase in costs for the contracting body, and they also do not exceed 50% (34.70%) of the Contract Price.
The variations to the project considered strictly necessary are as follows:
1.- The section of the existing stormwater network is insufficient, silted up and has stretches with a reverse gradient, in addition to having smaller diameters (315mm) than expected (600mm).
2.- Pavement areas where there is no concrete base beneath the existing paving. In some stretches of pavement, after the paving was demolished, it was found that there was no supporting base, so a new grade level has been needed, either by adding artificial crushed stone or by building new bases, which has meant increases in the corresponding items.
3.- Material from the excavation that was planned to be used as backfill for service trenches is unsuitable for that use. The project provides for backfilling service trenches with material from the excavation itself; however, once the works began the material proved unsuitable. Analysis of this material was considered unnecessary, since at first sight and from its organoleptic properties it corresponds to topsoil unsuitable for trench backfill.
4.- Existing concrete pipe. With the gradients adopted in the new PVC 500 stormwater network, it has been necessary to demolish the existing 1000mm diameter concrete pipe, as its gradient is incompatible with the design of the new network.
5.- Change of material type in the stormwater network.
The Project Report states that the network will be 500mm PVC, whereas the Budget lists it as 500mm concrete. It was considered that, given the faster installation of PVC pipe, its longer and lighter sections compared with concrete, and the greater hydraulic efficiency of PVC over concrete, PVC 500 pipe would be adopted with no change to the budget.
6.- Affected services.
The larger earth movements, due to the larger size of the manholes and the excavation of the double stormwater network itself, have caused greater impact on existing networks whose existence and route were unknown, so it has been necessary to divert them temporarily and reinstate them in some cases.
For the time being, the announcement of the continuation of these works is still awaited. They are much needed and long awaited given the current state of the road, as the badly deteriorated asphalt makes it very dangerous, especially for two-wheeled vehicles.
