Although the Town Hall’s own official channels announced that the feasibility study for the construction of an underground car park in Plaza de Ginebra had been on public display since 3 December, it was not until yesterday, 20 December, following the publication of the notice in the Boletín Oficial de La Provincia, that we were able to access it through the Town Hall’s own Transparency Portal.
Feasibility study and estimated timescales
A study carried out by the company Ingeniería Sabona, commissioned by the company Grupo OV, will now be on public display for 30 days so that anyone who considers it necessary can submit objections. The aim is to seek solutions to them and begin work on the preliminary project, followed by the tender for construction and then the start of the works. The works are estimated to take between 16 and 18 months according to official sources and statements from the council itself, and 24 months according to the document itself, which you can download at the bottom of this article.
The project and its costs
The project involves building an underground car park with three levels and 205 parking spaces. The third and second floors, which will be put up for sale, will have 138 parking spaces, and the first floor, which will be used for short-stay parking, will have 67 spaces of 25.06 m2.
At surface level, a public square without parking will be built, with a recreation area and an outdoor fitness area. It would include access via stairs, a ramp and a lift, ensuring comprehensive use of the space with public facilities for the use and enjoyment of the square.
The estimated construction cost is €4,143,000, calculated on the basis of a workforce of 6 workers and a period of 24 months.
Priority criteria for obtaining a space
As a general rule, the concessionaire is obliged to respect the following criteria of preference, not exclusivity, in the system for allocating resident parking spaces:
- Parking for people who live in, and are on the municipal registration (padrón) for, the area of influence of the zone known as Plaza Ginebra.
- Self-employed or employed workers whose activity takes place within the area of influence.
- Parking for people who own a property in the area of influence of the zone known as Plaza Ginebra.
- Legal entities, provided that, in addition to carrying out their activity within the area, they have a vehicle registered in the name of the entity.
The area of influence is a radius of two hundred metres, measured in a straight line from the nearest pedestrian exit of the car park to the applicant’s home or business premises. In the event of equal conditions, the date of application will be taken into account.
Estimated sale prices
The study states that the availability of spaces for sale as freehold in the area is very limited, with approximate sale prices of between €25,500 and €30,000 per space.
Given that administrative concessions usually value parking spaces at between 65% and 75% of the sale price of freehold spaces, the price range for concession spaces is estimated to be between €17,550 and €22,500, with the most likely value being €20,000.
Short-stay parking prices
Likewise, for this project to be viable, this technical study has considered the possibility of introducing a very user-friendly rate, such as the one in place in Estepona of €1 per day, but this option would not make it viable for Manilva. According to the same report, the rates calculated and recommended for the short-stay car park to be profitable would be as follows:
- Option (hourly rate)
- €1 per hour from 08:00 to 14:00
- €0.90 per hour from 14:00 to 23:00
- €1 per hour or €3 for the whole night from 23:00 to 08:00
- €12 for the whole day
Therefore, a local worker on a split shift who has to use it daily would face an approximate cost of around €154 per month.
